Target operational domain is the set of operating conditions in which an ADS will be expected to operate, including, but not limited to, environmental, geographical, and time-of-day restrictions, and-or the requisite presence or absence of certain traffic or roadway characteristics.

Explanation

While the ODD defines of the operating conditions that an ADS is designed to operate in, the TOD is the area (describing location) where the ADS will be deployed (expected to operate in). As such a TOD may have conditions outside the ODD of the ADS. For further clarification, see Clause 5.
